1. INVITATION The Costa Rican Chess Federation (FCA) and the Confederation of Chess for the Americas (CCA), have the pleasure to invite all Federations from Central America and the Caribbean, to the 1º Central American and Caribbean School Chess Festival, which will be held in the city of San José, Costa Rica, from September 12th to 19th, 2023, at “Costa Rica Tennis Club”. Located in front of La Sabana Metropolitan Park, very close to the main shopping and financial centers, restaurants, and the city's main tourist attractions.

2. GENERAL GUIDELINES The Central American and Caribbean School Chess Festival 2023, will be held according to the FIDE Chess laws and the regulations for regional youth events of the Confederation of Chess for the Americas (CCA), and the following general conditions:

3. OPEN AND FEMALE CATEGORY

3.1 Twelve (12) open and female Championships will be played in the following categories: Under 17, Under 15, Under 13, Under 11, Under 9, and Under 7. If there are insufficient participants in one or more categories, the organization can unify two or more of them to fulfill the pairing of the players. Under 7: Born on or after January 1st, 2016 Under 9: Born on or after January 1st, 2014 Under 11: Born on or after January 1st, 2012 Under 13: Born on or after January 1st, 2010 Under 15: Born on or after January 1st, 2008 Under 17: Born on or after January 1st, 2006

3.2 Only Federations affiliated to FIDE-CCA can participate. All participants must be registered by their respective Federation.

3.3 Each national chess federation can register any number of players, subject to payment of the registration fee, accommodation, food, and transportation, for which they or their federation will be responsible.

3.4 Each federation will register a delegate for the technical meeting and to whom the organization will provide any other official communication during the event.

3.5. By registering in the tournament, the federation and the participants, as well as their representatives, confirm that they have read and accepted these regulations, terms, and conditions.

4. PLAYING SYSTEM

4.1 It will be played in a Swiss System with nine (9) rounds or Round Robin depending on the number of players at the discretion of the Chief Arbiter.

4.2 The time control will be ninety (90) minutes for the entire game, plus an increment of thirty (30) seconds per move from the initial moves

4.3 The waiting time will be thirty (30) minutes from the start of the competition round.

5. TIEBREAKS

5.1 The final ranking will be decided by the points obtained by each player. The player who achieves the highest number of points will be declared champion. In case of a tie, the winners will be decided by the application of the following tiebreak systems in the mentioned order:

1. Direct Encounter - Once ALL tied athletes have played against each other.

2. Buchholz Cut 1.

3. Buchholz.

4. Sonneborn-Berger.

5. Cumulative system - Sum of progressive scores. 6. Greater number of victories (including games won by non-appearance). 7. Greater number of victories with black pieces.

5.2 In case of a Round Robin tournament, the following tiebreak system will be applied:

1. Direct Encounter - Once ALL tied athletes have played against each other.

2. Greater number of victories (including games won by non-appearance).

3. Sonneborn-Berger.

4. Koya System

5. Youngest player

 

6. PAIRINGS AND RESULTS

Before the start of the first round of the Championship, a list with all the names of the participants will be published in the playing hall. Pairings will be posted at least one hour after the last game of each round on the official tournament website and/or at www.chessresults.com and in the playing hall.

7. PRIZES

7.1 Individual: GOLD SILVER AND BRONZE will be awarded to the players who obtain the first three places in each category. Open and women section. Recognizing the popularity that school chess has had in the region and only in this first edition of the event, CCA will grant to the champion of each category lodging and food, as well as a bonus of up to $650 to cover the cost of the airfare to attend the 2024 School Pan-American edition. The prize will be effective through each federation; CCA will not deposit the money directly to the player.

7.2 Team: The first three countries based on the total points will receive trophies. The points are accumulated based on the five (5) best results among all official categories, where a fifth place will receive one (1) point and a first place will receive five (5) points

9. ACCOMMODATION COSTS

9.1 The official hotel of the Tournament is the Hotel Costa Rica Tennis Club, in San José, Costa Rica.

9.2 The following accommodation prices will be made available to players, coaches, officials, and accompanying persons. Package price per person Athletes and companions must cover the following fee for lodging and food in American dollars:

Rates until August 12th, 2023. Hotel Single Double Costa Rica Tennis Club $120 per day, $840 total per person $80 per day, $560 total per person

9.3 Accommodation prices are per person and include all meals (breakfast at the hotel, lunch, and dinner at the playing hall) for the period from dinner on September 12th, 2023, until breakfast on September 19th, 2023. Likewise, accommodation from the night of September 12th, 2023, to the departure on September 19th, 2023.

9.4 Prices are subject to availability, and if someone wants to arrive or leave earlier, they must contact the official email to coordinate other prices and logistics.

9.5 All costs mentioned in this invitation refer to American dollars.

10. PENALTIES

10.1 Players who do not wish to stay at the official hotel must make an additional payment of USD100.00 per person and communicate it before August 14th, 2023, to the official email: cac@fcacostarica.com / caccr@fcacostarica.com.

11. REGISTRATION, ACCREDITATION, AND TRANSPORT COSTS

11.1 The general registration for official and extra players is eighty dollars (USD80.00), which will be distributed as follows: 1. CCA: Forty dollars (USD40.00) - According to CCA financial regulations. 2. Organization: Forty dollars (USD40.00) - Including tournament accreditation.

11.2 Delegates or coaches will not pay registration, only having to pay twenty dollars (USD20.00) for accreditation. Only accredited people and players will be allowed to enter the playing hall.

11.3 The organization offers the transportation service Airport - Hotel, Hotel - Airport, for the sum of thirty American dollars (US$30.00), for players, delegates, and coaches. For all those who decide not to use the transport, the organization does not assume any commitment regarding their transfers during the tournament.

12. REGISTRATION AND PAYMENT DEADLINES

12.1 Registrations can be made until September 1st, 2023, inclusive, by depositing the corresponding payment of 50% of the registration fee, hotel and food payment, accreditation, and transportation. If this deadline is not met, the organization will not be obliged to accept any registration for the Federation in question, and if it does, it will be with an extra late registration fee of USD$50.00.

12.2 The remaining 50% of the corresponding economic fees must be paid before the first round. If the corresponding costs are not fully paid, the person will not be accredited or paired, and they will not be allowed access to the official areas of the tournament.

12.3 Each federation must authorize and formalize the registration of its participants and will be responsible for athletes and companions, according to the FIDE regulations. No person can be registered without the approval of their own Federation.

12.4 The pre-registration of the participants must be made in writing by their respective federations through the official email, with the following data of each participant: Name, FIDE title, FIDE ID, FIDE RATING, date of birth, email address of each participant, name of the Federation, photograph with a white background for the credential (properly identified with the country, name of the participant, and role) no later than August 14th, 2023. 12.5 Countries that need a visa to enter Costa Rica must register their delegation no later than August 1st, 2023, and submit a copy of their passports to the organization. After that date, the organization will not be responsible for any immigration procedures.

12.6 The delegate or coach must present a copy of the passport or original identification of each player prior to their registration.

12.7 To make the aforementioned payments, request the necessary data from the official email to make the bank transfer.

13. OTHER RELEVANT INFORMATION

13.1 The official airport of the event is the Juan Santamaria International Airport, located in the city of Alajuela, 30 minutes from the capital San Jose, and from the hotel and the playing hall.

13.2 Appeals committee: The Appeals Committee will be constituted at the technical meeting, made up of five representatives from the Federations present and/or players of the event, namely, three main and two alternates. The appeal must be presented a maximum of 30 minutes after the round has ended in writing and delivered to the chief arbiter of the event along with the $100 deposit; if the decision favors the appellant, the deposit fee will be refunded; otherwise, it will remain for the organization of the event.

13.3 FAIR PLAY: Fair Play measures will be applied in accordance with the FIDE AntiDoping Guidelines. With the sole exception of the recording team, during a game, players and captains are prohibited from having any electronic device in the playing hall that has not been specifically approved by the arbiter. Accompanying persons or spectators are prohibited from using electronic devices in the playing hall, except for taking photographs when explicitly approved by the arbiter.

13.4 Image rights: Every player, parent, guardian, or legal tutor, when registering, gives consent and authorization to the FCA to use the player's image in any type of media or official publications of the FCA.

13.5 Final aspects: The event will be governed by these specific regulations and the general regulations of FIDE America. The organizing committee is responsible for the interpretation of these competition bases, as well as resolving situations not contemplated in them. The appropriate mechanisms will always be sought to solve, in the most logical and fair manner, any conflict that arises during the event.
