Jamaica Chess Hall of Fame Regulations

Mission Statement
The Jamaica Chess Hall of Fame (JCHF) is intended to foster an appreciation of the historical development of the sport of Chess in Jamaica by honoring those who have made outstanding contributions.

Through its mission, the JCHF is committed to:

  • Collecting, through donation, literature, photographs, memorabilia and related materials which focus on those inducted to the JCHF.
  • Preserving the collections by adhering to professional standards with respect to conservation and maintaining a permanent record of holdings through documentation, study, research, cataloging and publication.
  • Exhibiting material in permanent space, with works from the JCHF collections or other sources, working with other individuals or organizations to exhibit loaned material of significance to chess in Jamaica and providing related research facilities.
  • Honoring, by enshrinement, those individuals who had exceptional careers, and recognizing others for their significant achievements.

REGULATIONS FOR JAMAICA'S CHESS HALL OF FAME

  1. Authorization — By authorization of the Executive Council of the Jamaica Chess Federation (JCF), the JCHF Committee consisting of 6 or more members, is established and duly authorized to hold an election by 31 March every year, except in the first year, for the purpose of electing inductees during the same year, to the JCHF.
  1. The Jamaica Chess Hall of Fame Committee – The JCHF Committee shall consist of six (6) or more members of the JCF Executive Council, duly appointed by the Executive Council of the Jamaica Chess Federation, who shall each provide a list of potential JCHF inductees to be voted on by the Electors.
  1. Public Consultation – The public shall also be consulted to provide a list of potential JCHF inductees to be voted on by the Electors.
  1. Electors — Ten to twenty individuals, who shall be selected by the JCF from honorary members, ordinary members or past members of the Executive Council in good standing with the Jamaica Chess Federation, shall be eligible to vote as Electors. They must have been active as chess players, coaches, promoters or administrators for a period beginning at least ten (10) years prior to the date of the election in which they are voting.
  1. Eligible Candidates for the Hall of Fame — For Candidates to be eligible for induction to the JCHF, they must meet any one or more of the following requirements:
  • An individual or entity must have been actively involved in the playing, coaching, promotion, administration or sponsorship of chess in Jamaica since the formation of the Jamaica Chess Federation in 1969.
  • Players must have played in at least one (1) National Championship or attained the National Master title and distinguished themselves.
  • Administrators must have been duly elected to the Executive Council of the Jamaica Chess Federation at some point since 1969. The Administrator must have distinguished him/herself as an administrator and displayed commitment, dedication and yeoman service to the Jamaica Chess Federation and the development of chess in Jamaica, the Caribbean and/or the World.
  • Coaches must have coached at some point since 1969.
  • Promoters must have contributed to the increased popularity of the sport within Jamaica at some point since 1969.
  • Sponsors must have provided support for the sport within Jamaica at some point since 1969.

It should be noted that individuals may be inducted posthumously.


4. Method of Election

  • The JCF shall invite members of the public, inclusive of paid-up members of the JCF, to submit the names of persons, groups or organisations who they feel should be inducted into the JCHF.
  • Each member of the JCHF Committee shall prepare and submit to the JCF, a list of candidates who they feel are worthy of induction to the JCHF. This list will be added to the names of the persons, groups or organisations submitted through the process outlined at A above.
  • The JCF shall thereafter prepare a ballot, listing in alphabetical order, eligible candidates who (1) were nominated by any two of the members of the JCHF Committee, (2) were nominated by any two members of the public through the process outlined at A above, (3) were nominated by a member of the public and a member of the JCHF Committee or (4) received a vote on a minimum of five percent (50%) of the ballots cast by Electors in the preceding election.
  • Between 10 and 20 Electors will be identified and each will receive a ballot listing all the eligible candidates and will be allowed to vote for no more than ten (10) eligible candidates listed on the ballot, deemed worthy of induction to the JCHF.
  • These 10-20 electors will send back an email or other agreed correspondence with the names of the persons identified from the composite list that was sent to them, that they feel should go in the JCHF in the particular year.
  • Any candidate receiving votes on seventy-five percent (75%) of the ballots cast shall be recommended to the Executive Council of the JCF for induction/membership in the JCHF. The Executive Council will make the final determination as to the inductee(s).

5. Voting — Voting should be based upon the record of achievement, ability, integrity, sportsmanship, character, and contribution to the sport of Chess.

6. Automatic Elections — No automatic nomination based on performances such as perfect score in a National Championship or highest local or FIDE rating or similar outstanding achievement shall be permitted.

7. Time of Election — Apart from the first year, the duly authorized representatives of the JCHF Committee shall prepare, date and dispatch ballots to each elector no later than the 15th day of January in each year in which an election is to be held. The elector shall sign and return the completed ballot within twenty (20) days. The vote shall then be tabulated by the duly authorized representatives of the JCHF Committee.

8. Certification of Election Results and Final Decision — The results of the election shall be certified by a representative of the Executive Council of the JCF and a member of the JCHF Committee. The results shall be transmitted to the Secretary and/or the President of the Jamaica Chess Federation who shall bring it to the Executive Council of the JCF for final decision. The Executive Council of the JCF and the JCHF Committee shall jointly release the results of the final decision for publication after final determination by the Executive Council.

9. Amendments — The Executive Council of the Jamaica Chess Federation reserves the right to revoke, alter or amend these rules at any time with due notice.

10. Maximum Inductees - A maximum of six (6) persons may be inducted into the Hall of Fame in any given year.
